It was not so much the apportioning of work and the evolution of a definite and precise routine as the difficulty of, firstly finding clerks who could undertake additional duties and secondly of seeing after that, that orders were obeyed; the office opened at proper hours, Chinese mustered, orders read to them, Attendance Book truthfully made up, forms and Books signed, and generally to see that responsibility was not evaded.
All this I had to do myself in addition to being overwhelmed with correspondence whilst clearing up arrears, such as sorting six months papers without addresses, and the examination, destination and disposal of dead letters "ordinary" which had accumulated for 14 years, and their destruction.
